To do the background, you can use gradients or lighting filters. The reflection itself it much harder, depending on the angle.

If it's an eye level or lower shot (the lower the better, till ground level), you can just copy the car, flip it upside down, and decrease its transparency. Then use the paintbrush to add the shadow under the original car.

If it's any other angle, you'll need to cut and transform different parts of the car separately to make them look realistic (otherwise the reflection will look tilted sideways or distorted). So far, the only person I've seen do that correctly is GTSnut, in his sig for Celica Girl in this forum. It can be pretty time consuming.
