i went the the closest shop by my house to get some prices for an alignment, he said it would cost me 110 bux to to get -2 in front and -1.5 in back and that if would screw up my car cause it'd be too much negative camber on a stock suspension.
110 bux wow i was expecting 60-75ish, i think i need to find a new shop or deal with someone else working there
and do you guys think that's too much neg camber for a stock suspension?

yeah, shop around some. those specs are not outlandish for the street.
you should expect to spend more for a full alignment to your specs than for the normal "set toe to factory specs" job, but $110 is up there. I might have paid $100 once...fortunately, I now have a place that will do it for $60.

You will have to put in crash bolts to get -2.0 camber in the front, was he including installing them?
It's not too much camber for the street!

I don't know about getting the alignment set front and rear (my rear is basically non-adjustable), but the one time I took my car to Sears, they didn't charge me anything special for get my front alignment done. I think the advertised price was $49.95 for a front alignment, and that's all I paid.
Like has been said already -- definitely shop around. It sounds like they don't want to do it, so they quoted you a ridiculous price to make you go away.
You need to find a friend with an alignment machine. That's my current answer to the problem. It helps that my brother is a mechanic... ;)

Crash bolts are Toyota parts.

Print the above page and take it to Toyota with you. use a 1 dot and a 3 dot together to get - 2 degrees. Or, use a 3 dot by itself for about -1.7 (will be a touch more reliable, won't be as likely to slip).
Save a few $ and install the bolts yourself, the shop might charge extra labor to put them in. Bolts are $2.50 each from Toyota.
