Well after a few tests and changing a few things around it appears that email notifications once again work on the site and whats even better is they appear to work with the quick reply box.
If you do NOT want to receive email notifications make sure you take the check out of "Email Notification" when you create a new post or a new reply. You can turn this option to off by default in your control panel HERE (http://www.newcelica.org/forums/member.php?s=&action=editoptions)
