Is there a video camera built-in in all the police cars? Do cops turn on the video cameras while driving the car?

It comes on when they flick on their lights from my understanding.

yes they do have cameras. those cop chase scenes on tv aren't there because they said, "hey, let's mount a camera on this one. they'll be a chase later."
