Japanese Celica's are rated at 190PS (Power Stroke) which is about 188Hp at the flywheel. You do not nead cam gears on the inlet cam because of the VVTL-i engine design/electonics. This means the inlet cam is always automatically adjusting within a certain timing range, which is determined by the ecu instructions dpending on your driving mood.
I reckon the 8Hp difference has to do more with ecu settings for more stringent emissions laws/rules for US delivered automobiles. Because my Celica is rated at 140KW (kilowatts) stock, which is 188HP and I live in Australia.
Bottomline, get yourself a Apex'i S-AFC or some or similar fuel piggy back computer OR replace the ecu if you have bigger plans. Then have it installed and tuned on a dyno with a good wide band oxygen sensor, with the highest octane fuel in your local area that is readily available.
