That car belongs to Marcus he is a crime screen photo. for the Colorado State Patrol. His car is done up like that for an anti street racing campaine. He took pics of Carlos's white GT-S my Red evo and my friends white evo to post on billboards, posters etc... to try and keep racing at the race track and off the roads. Very nice guy I can't wait to see how the pics come out. Jotan where did you get that pic from?
