headlight question

ok in the hole/place where the highbeams are there are 2 little bulbs that i dunno wtf are for but they are on when my headlights come on and also when the DRLs are on as well i belive. Now i saw sumone that had blue lights in them but is there anyway to get those bulbs and be able to control them as well? on/off whenever i want. Because it would be illigal to have them on so i wanna be able to control it.

They're your parking lights. They come on when the light switch is turned to the 1st position (also turns on center console lighting, sidemarkers, and tail lights, but not your DRLs). They're size 168/194. Not sure if anyone's modified their cars so they can control them individually, but I'm sure it's possible. I doubt the cops would notice the bulbs unless they were really blue, since they're not very bright, or very noticeable when the headlights are on.
