For a sub amp running at 300-400W RMS, what amp wiring kit gauge will I need? Will 8 gauge suffice? If my specs fall under the 8 gauge requirements, I'd rather stick with it rather than the thicker 4 gauge.

If you go with IASCA specs you should use 6 gauge from 7-10ft, 4 gauge from 10-22ft. That's 400 x 2 (IASCA standards) watts rms divided by 12.6vdc.
If you just want regular standards you should use 8 gauge from 7-13ft, 6 gauge from 13-22ft. That's 400 watts rms divided by 12.6vdc.

Amperage is what you should be concerned with, not wattage. 8 gauge will work just fine.

How big is the recommended fuse for the amp??

8 gauge it is then. The fuse requirement is 20A x 2
