they do.
they cant risk frivolous lawsuits... besides they know they will lose a great majority of them because they spend relatively little money on sidewalk repair/road repair.

not to mention the "dirty little secret" that the only one who supplies the asphalt here is grace pacific. I think something stinks here and its not the asphalt drying.
