is there anyway to strip paint from a CF hood? without it ruining the clear coat above the carbon fiber?

Probably not. The clear coat is a gel coat on the CF. I am pretty sure that any kind of paint stipper would eat through the gelcoat. You may want to search and see if there is some kind of a thinner that will eat through paint, but not affect resins.
