Does the words TSB and RECALL has the same meaning?

I just put my car in today and I ask them if there a recall on the belt tensior. They say "NO".

No they are not the same. You can have a TSB without having a recall, matter of fact the vast majority fall under that catagory. A recall is a mandatory event normally associated with a safety issue that requires the manufacturer to contact all known owners. A TSB for the tensioner for example requires no notification.
