I just spoke to some one and Wilwood, and unfortunately they do not make a brake kit for the 2000+ Toyota Celica.
But there is an alternative if you still want Wilwood brakes. Wilwood has distributors that will build you a brake system if you are interested. They use all Wilwood components and fabricates the brackets for you.
