Okay i am looking into buying some suspension mods and am new to all of it. I have searched and come to the conclusion of getting the ST rear sway and the APC front bar thats 50 bucks. I want to try and spend under 250 to make my handling better so my question is will this be a good setup for the little amount of money i want to spend and should i get this http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&rd=1&item=7906143625&category=33591&sspagename=WDVW or would that not be something worth getting? Also i know the APC is not the best but will i be paying for it in the long run by it not working or bad fitment issues (that i have heard in the past)? By the way i dont want to springs.

Yes, he ST and APC bars will be a fine setup for under $250. The APC bar is a replica of the RMM bar. Some people have had problems aligning the holes to the strut bolts, but that's the norm for 1pc bars. At worst, you can widen the holes a bit to improve the fit.
The bar on eBay, however, has questionable functionality. Not many people have it, but the ones that do say it makes the rear feel weird. Not sure if that's a good or bad thing, but I haven't seen a similar bar for other cars in that location yet. A rear strut bar/brace would be much more useful than that (TRD, Hypermotive, C-One, etc.). Even the generic strut bars on eBay should work fine.

Spend the $250 on a quality autocross school and make the driver better.
That said, skip the strut bar and get the rear sway bar, also consider a good alignment.

Okay im gonna go with the ST rear sway and the APC front then. Anyone know how long it should take to install a rear sway and the front shouldnt take long at all right?

Rear sway is pretty easy. Unbolt the axle back portion of the exhaust, remove the heatshield, and the swaybar brackets are right there. The only part that may be difficult is removing the endlinks, since you need the exact size hex key to remove each nut. Otherwise, the hex hole will strip, making it almost impossible to remove the nut.
The front bar is a piece of cake. Park the car on a level surface with the wheels facing directly forward. Remove the 3 nuts on each front strut. Put the strut bar over the strut bolts and put the nuts back on (preferrably with a torque wrench at about 30 ft-lbs).
