i have heard ppl talkin abt it when they talk about shifting and tranny..and short shifters and stuff..so what is it?...what does it do?

Do you mean bushings?
The bushings go where the shifter housing mounts to the car. People replace the stock rubber ones with solid metal ones which makes shifting feel more solid.

There are also a pair of bushings in the engine bay connected to the shifter cables that can be replaced as well, improving the shifter's feel even more.
