If I were to sand/prep the cover before painting it, could I get away with not using a "High Heat" paint? Can't find a high heat paint in the color I want, and need to know if I should even consider it.

Thanks.

You need high temperature paint or else it will flake off or get burnt. The best way to do it is bring it out and get them powder coated.

Do you mean the plastic cover or the actual metal valve cover underneath?

The cover with the Toyota logo on it.
