Bored out throttle body and manifold?

What does anyone know about the performance upgrade achieved by boring out the throttle body and adding an oversized butterfly along with a bored out intake manifold? What are ported runners? I posted this in the mods section but have had no replies yet. I assume this is a better place to ask...

Most people who have tried larger throttle bodies on otherwise close to stock engines have had pretty much zero results.
