OK, My mom told me about this so I thought I should see if anyone else knows anything about this. She said that every Toyota has a coat of PolyGlycoat over the paint which acts as a protectant, and things like household cleaners and regular car wax can eat away at it, making it useless. She said if you buy a Toyota new, you never have to wax it because of this stuff. Has anyone else heard something like this?

I think she may be thinking of a special paint protectant package that dealership tries to sell you when you buy your car. Celica's don't normally have anything unusual on them, just a base coat/clear coat paint job, so feel free to wax away.
btw, I remember some one posting about what may have been what your mom is talking about. They had a Celica that they ordered from the dealership with a $1000 paint protective coating that you could not wax. They ended up kicking themselves in the pants about it, because they wanted to wax their car to hide some of the fine scratches/swirl marks on the surface. I don't remember if they ended up waxing their car or not...
