yes, just make sure it has a 5x100 bolt pattern.

17"? You could fit 19's if you really wanted to. Please don't though.

no they don't fit... the brakes are too huge for 17's...

the stock offset is 40mm but I've heard that a margin of 5mm IE 35 or 45mm offset is alright anything more I would think would effect handling. and possibly be unsafe.

and you can fit 19 without modification there are celicas with 20's but those would require some modification to your wheel well.
