As the title says, how would you do this? I know that this is the method Toyota uses and the reason they charge $150 to recalibrate your gauge needles after, for example, you paint them.
Also, is this possible with an OBD I scan tool? Where can I buy one? Because I have a Power FC.
Thanks,

i dont think obd II is compliant with power pfc..not sure about obd I though (and maybe thats why you asked it).
you can always just get some car with stock wheels/tires to pace you and stick them on..kinda a hassle though.

In a word. No.
OBD1 software is completely different than OBD2. OBD1 only monitors certain engine functions/running. There is no user calibration capability on OBD1 systems. At least on OEM OBD1 systems.
I believe you would have to plug in the stock ecu to the car, and then use an OBD2 scan tool (specifically one that does Toyota specific functions - not those generic scan tools) to recalibrate the needles.
