In NC on OBD II equipped vehicles, they do an emmissions inspection using the OBD diagnostic port. Now when replacing the ECU with the PFC, is the vehicle still street legal? Will insepctions still be performed using the old method (the sniffer)?
Also does the PFC have its own OBD type trouble codes or failure notifications? Are there any functions in the vehical that will be lost or inoperative when replacing the stock ECU with the PFC?

I never get the emmissions inspection. You gotta find a small town in NC and all they do is just check your lights and horn. I'm from Rockingham, NC and I just head back there whenever I get an inspection and it takes 2 minutes and then they slap the sticker on.
As far as I know of, you don't lose any functions with powerFC.

no functions will be lost
from the A'PEX-i site: "the Power FC replaces the factory ECU and controls all engine parameters.(Off road use only, no OBD-II)"
So doesn't that mean that you would no longer have the OBD sensor functions, and would thereby be no longer street-legal?

^^ it means its not obd-II compliant, meaning it won't read out codes like the obd II does.
with just base map and most base-like maps, you will still be emissions compliant (exhaust gases are still gonna flow through the cat).

it takes 10 sec to put the stock obd2 compliant ecu in.
is it just a harness or does it require you to actually rewire stuff?
I'm only concerned about whether or not it will pass inspection, and since I'm not in Cali I don't think it will be a problem.
I've just got to find a way to pass with a turbo when I get one. They technically aren't illegal here, but if you don't pass inspection there will be trouble.

ontop of stock warning lights there is knock sensor warning lights, when you see your CEL light start to flash that is when you pass your knock limit (bad).
If you get a commander you can monitor up to 8 different readings from your PowerFC.
