lol the official towing capacity for the celica is 1,000 lbs i think (it might be 1,500 but i'm pretty sure its 1,000).

Yes, but you have to cut an access hole in the bumper. It doesn't matter what kind of bumper you have, even the stock one. I work for one of the largest hitch installation companies in the US, and was curious when I bought the Celica. I would never put a hitch on my Celica, but both the computer and book I use says that you have to make "minor fascia adjustments". This means cutting at the bumper.
