I have been hearing a lot of whistling sounds from my brakes which is alright coz i know i have to change the brakes and grind my discs. But what really bothers me is that i get the exact same sound even when the car is moving ... it isnt that loud though. And when i turn the steering to full-lock the sound is as loud as the sound that comes from the brakes when u stop. Will this sound go away once i change my brake pads and grind the discs ?? or am i looking at some really serious damage somewhere on the inside which i have no clue about ???

Might just be a pebble stuck in the pad. The noise should go away once you replace the pads and resurface the rotors.

I get a lot of pebbles stuck in the rear between the inside heat shield and the rotor. It has happened once or twice to the fronts too. Normally the stone is not as hard as the rotor, so it eventually drops out. Sometimes reverse helps dislodge the pebble.
