I'm thinking about getting the TRD lowering springs (00602-48130-015). Here's my question: If I get the springs does that mean I have to upgrade the struts to high-performance struts? Or will it be okay?

i heard that the springs will be ok with the stock structs, since the drop is not too low. you should be fine for a while.
how long you'll last on stock struts depends on how you drive, the condition of the roads, and how many miles you've driven.
new struts will last a long time, years.

the car is a 2003 with 22K miles on it, so the stock struts are relatively new i guess. i do drive it pretty hard though, it's an autocrosser at least two days out of the month (spring through fall) and i commute quite a ways to work every day. plus i'm in minnesota so the condition of many of the roads here are not the best.
