Questions with transparent paint and tail lights

Ok, i was talking with a buddy of mine, and i was wondering how transparent, transparent paint really is...In otherwords, with the whole red out style, does the original orange still shine though? I basically want to blue out my tail lights to the color of my car, and I was wondering if they would come out purple with my tails were lit up, or if i'd end up getting pulled by the cops for having illegal blue lights....
I'm trying out different ghetto mods that cost next to nothing in order to just see results...
Oh yeah, if I don't like the paint jobs i do, will paint thinner melt my tails?? A buddy of mine said it would, yet I saw on a site that that was how to remove the paint off our tails.

Yes the orange still shines through, but it's a bit red. If you use blue, it may come out yellowish or even somewhat greenish. It all depends on how much paint you use. I just used one light coat to make sure the paint was sticking right, then one heavy, glossy coat. Came out perfect.
