see how its up higher on the passenger side....
should i just buy a new shock and not deal with it again, or go with my chances and put the other one on?

I don't think a bad strut could do that. Looks more like the spring isn't expanding, or isn't seated right. Is one side lower than the other?

Yank the strut, cause something in there definitely isn't installed right. You should need to push down on the spring for the nut and bushing to even be able to be put on the strut.

You should of had to use a spring compressor to get the springs on the struts. Then you'll only have the top part of the shaft that fits into the upper mount. Just a nut and washer are used on top to lock it down with no play to it at all.
Looking at that top pic, that wide/thick looking washer thing should be below the hole, not on top. Looks like thay are not assembled correctly to me.

That thick washer looking thing is the top cushion, I was wrong in my previous post.
Here is what the assembly of the strut and spring should look like

Suspension not my strong suit.... but I'd go with Blue Bomber on this. It looks like the spring might have been installed upside down.. or has gone beyond the retaining plate on the strut.... definitely something wrong..

Check if something is stripped like bolt or the nut.

Just an add-on since your problem was fixed:
What are some possible causes for a left turn to make a scraping sound (like my tire is rubbing on something). Front or rear, I dont know. Teins are lowered the same amounts front left-front right, rear left-rear right; hotchkis rear camber links are the same settings left-right, & of course same size rim/tire left-right.
Thanks
