hey i installed my trd rear valence myself. I asked this question awhile back and didn't get much of a response. I considered taking off my rear bumper as well, but it seems like too much work.
What i ended up doing was just drilling into my rear bumper while it was on the car. If you look on the underside of the bumper there are " + " signs. These are where you are suppose to drill the holes. Well, I drilled holes though the " + " signs but they didn't come out perfect due to the fact that i drilled crooked and my not have drilled exactly in the center of the " + " so in the end the rear bumper looked kind of ugly, but my TRD rear valence covered that all up :D. Just remember to test fit the bumper and all the holes you drilled so that everything lines up perfectly. especially the area where the exhaust is.
I was a little hesitant to do it myself but i saved myself some money and its been on for about half a year now with no problems.

This is strictly from memory.
You need to take out the trunk plastic where the two D-hooks are. There are the 2 bolts that hold that, 2 plastic push-in bolts, plus a bolt or plastic thing in the middle. The plastic interior should work free if you pull up on it.
There are two plastic side panels, both have two nuts that need to be removed, also make a mental note of how the white plastic part holds the bumper on.
OK, now that the center rear plastic panel is off, there are 4 bolts that need to be removed. You need a deep socket to reach these.
Not quite done yet... there are two hidden bolts just behind the wheel well. On top of that there are one or two bolts that connect to the wheel well plastic. The hidden bolt is similar to the hidden bolt found for the front bumper.
Finally, there are two plastic phillips screw things underneath the car. You'll see how they are attached. I had to clip these off and fortunately had some replacements for it.
If you carefully inspect everything and give the bumper small tugs, you should be able to find all the connecting bolts and what not. Just make sure to keep track of everything and don't lose anything. Do this in broad daylight... (I have friends that start $hit like an hour before sundown-doh!)
Good luck, it's fairly easy. I did this the day after I had 4 wisdom teeth pulled and was doped out on pain killers :)
