The reason for this is that if they were there is a chance they would not fit every celica the same way. It is much better fitment wise if you drill your own holes. On that note, i know my vielside had indents in the fiberglass showing where the holes were soposed to be so you could use those as a guide but having a shop do it is much more reccommended. I cannot speak for the Kam kit about the holes though
