Number of LED's for the ENTIRE guage cluster

I was reading the install from the Celica UK site about the blue LED dash conversion. I believe the number was 23 LED's to do the conversion of the guages/needles/fuel-temp screen. Does this change EVERY object in the guage cluster to blue (including turn signals, little seatbelt guy, CEL, oil, et. al) Or are additional LED's required for the miscellaneous display objects?
