do you have to take off the front bumper everytime you want to change the filter?
if not how do you change the filter?

Not necessarily, you can access it from the underneath your car.. but i rather take the front bumper out as you will have much betta access to your filter... besides you are not gonna change your dang filter hella times... those cost $50 to $70.. go buy yourself a K&N Filter cleaning kit...
