how do i put banners or pictures. as an signature.

Go to "user cp" on the top of the page, then "Edit Profile", then "Signature" and enter this:

picture's address

Keep in mind that the max sig filesize is about 20k.

Delete the http://newcelica.org/forums/ in the beginning of the address. It should work then.
