Rusted Header

Is this bad news? I'm thinking about buying a used header and it's got pretty good rust on it. Is this normal or what? Will break down over time?

If it has a light rusty coating it's normal. It's bad if it's flaking.

Rust doesn't matter. The metal is so thick, it won't rust through for at least 20 years.
