LED's are focused so you would get dots of the color and not underglow.. if you want the "cloud" of color get Neon..

Depending on how you install them you would get dots. They only really show up that way on a rainy night when its more focused than difused.
I had that like 21million color LED kit from Tireflys, had the remote and everything. It was pretty nice. It was like $500 though, but you can add up to 28 tubes to it

I had 7 color led underbodys on my old car. It "glowed". I personally don't like lights on the outsides of cars, but thats just my opinion. Do what you would like.
The install is pretty straight forward. Mine had a controller to control the color, patterns, speed, and other stuff. The controller simply needs a 12 volt power and ground. Then there was a single line coming out of the controller which gets ran to the first tube. A wire goes from tube to tube until it ends. It was way easier to install than the neon lights I had before (each tube required a + and -).
Something like this:

i got a good set off ebay..
get the 7 color 64 pattern LEDs.
when you get them.. thow away the plastic clips. they will snap.
go buy some at a hardwhare store that are metal ..then dremel and screw them into your back bumber sides and front.
dont run the wires straight under the car..run them up through the fire wall. and under the floor carpet... i have my on off switch right next to window lock button.. and in the upper door compartment i have the control box.
i seriously have the best installation.
the set i got on ebay was 60 or 70 i think.
and they dont spot... trust me.
make sure you do not get neons... get LEDs.
if you want pics of my setup il get some for you.

I am sponsored by StreetFX Underlighting LED kits. come it different sizes. mine are 10x 18" tubes. put 1 front, 1 back, 3 on each side then 1 in each footwell inside. I wanted to put 2 in front and back but just wouldnt fit. they sell 10" tube kits and 2 of those would fit better for front and back. they just plug into each other and u have a power and ground. very very simple setup. it is not as massive of brightness as neons but deffinitly not dim and i have no "dots" or focused points as described by matt :)
Unfortunatly the more patterns u want the more expensive these kits get. Mine is $500 for the 10x18" tubes but they sell cheaper sets. there are sets up to the $800 from other companies that do more patterns
Here is a crappy vid taken with my phone ;) i have mirrors under the car for the show but u can see the leds that way
