I think you've mistaken 'SBC', it should be 'super brilliant coating' not 'special black chrome'.

Haha I have read a few different explanations for the SBC but the description from the seller in Japan was "Special Black Chrome" so that's what I went with.
If it's wrong, then I apologize.
