I'm a pretty big newb to car customizing; I don't really know what I can get. If you had $700 and a stock 02 GT, what would you get? (I have an upgraded head unit, s2000 antenna, Viper Alarm w/ remote start, and my ipod is hooked up).
Right now I was thinking, red TYC tails, vvt-i badge, SAI.

vvt-i badge is over doing it right now sir, one step at a time.. I would say get exhaust alone.. unless you want to buy those tails really bad. Can always remove butterfly valve and get... 1 HP! I dunno really, you got your own tastes in appearance and as for performance, i would start w/ exhaust, its the first performance mod I did and I don't regret it.

An exhaust would be great, but I think it's a bit out of my price range, that and I don't want my car to be too loud. I've heard some of those cars on the highway that squeel like a lawn mower. The exhaust I was looking at was the TRD one, and it was like well over $700 without install.

You can install the TRD with you and a friend, it has rubber mounts you just pull it out, I use wd40 as a lubricant to pop them out and stuck the TRD one's in. You should take a look under your car where the exhaust mounts up and you will see how easy it'll be, might need a screwdriver to pop it out the mount though. My TRD costed me like 600$, installation :free. Good experience to do if you know nothing about cars. :)
Be sure you have a friend or someone with you though.
The TRD isnt really loud at all.
After that you may be able to save up and put lowering springs / struts or coil over combo, gives both performance and better appearance, I went w/ hotchkis and I dont regret it, but I do regret is not getting the struts cause those are a pain in the ass to put on, now I gotta do it all over, takes me about 2 days w/ help from my dad. Also a good hands on experience, good but ball busting.

if you are considering putting on rims in the future and are not concerned about hp gains i would also say drop it

I have three questions for getting an exhaust.
1) What is the difference between as standard length and an extended length?
2) TRD is pretty expensive. Is there another company who produces an exhaust that is just as good but a bit cheaper?
3) The price seems to vary from site to site. What is a good place to buy one?

Search function is your friend
but in summary:
1. Standard length is for OEM Rear...any other Aftermarket Rear Extended length meaning the Exhaust is extended...if you plan on getting a Body Kit anytime in the future, this may look a bit odd (some like it), get the Extended
2. TRD is not MSRP...never pay MSRP, that's what NC.org is for, to find great deals ;)
3. 1st place if you're buying New is the Site Sponsors, they've usually got the best prices around
