Hi, I want to get a new set of tires for my stock gts rims, umm what are the best performance, low profile tires for the money, lets says under 100 each?

Imo, you shouldn't get low pro tires. Unless you're dropped, which you probably aren't ;) If you get low pro tires, it'll make the wheel well gap bigger and look more awkward.
In terms of quality and stuff, tirerack.com is a really useful website. They have tire ratings (wet handling, dry handling, snow handling, road noise, rate of wear, etc.), and you can search according to brand, price, type (all season, winter, summer).

when my lady was getting tires for her wheels, we checked tirerack for reviews and then we hit up ebay, they were about $75-$100 cheaper.
