Some of the people that got the special paint kits had a cleaner come with them. Others I've heard used Simple Green.

metal wire brush would work as well. I use the little ones lilke they use for cleaning guns, then follow up with a simple green soaking and a good wipe down. I just used the krylon lacquer paint on my calipers and drums. four coats worked great, i let each one dry for ten minutes at least. It came out with a deep dark shine, (I did mine in black). Best part is i shoot it with simple green, hose them off, and they are shiny again. Dont know how well it holds up to the heat, but i do know that the folia tec kits use lacquer based paints.

I sanded my calipers down with sandpaper. Then I used rust converter to get rid of the remaining rust I couldn't reach, plus it also cleaned the caliper. I used primer after that. Then I used some regular Rustoleum spray paint (metallic black). It's held up fine for over a year now.
