i have a 2000 toyota celica and i just purchased 17 inches wheels on the car, is this dangerous? do i need to add a big brake kit?? thanks.

No it's not dangerous. No you don't need bigger brakes.

Unless you have light weight wheels, it'll probably slow you down.
