Underside of the hood

Can anyone here tell me the best way to clean the underside of my hood. Is the material on that side even painted? Should I use something other than mild soap and water to clean it? Also, I have some water spots on the area and was wondering if there was a way I could get rid of them.

Well if you have a 2002 model, it shouldnt really be that dirty to warrant a heavy cleaner. Mild soap and water, then put a coat of wax on it. Then with every wash of your car, wipe it down with a damp rag.
