This is only available in Japan, but I was wondering if the settings could be adjusted for the US. With NA applications, would this make a good improvement in power, or will the stock ECU suffice?

Don't want you to feel ignored so I'm gonna answer and say that I don't know enough about teh Power FC to answer this.

Setting can always be adjusted. That's not the problem we face. Japan doesn't have OBD-II. So the ECU basically won't function properly with all our current sensors. That's where the problem lays.

the Apexi Power FC is a full replacement, not a piggyback computer like the SAFC. I know there have been some question about the effectiveness of the SAFC and the ECU intrusively changing everything back to stock. From what I understand, the SAFC tricks the ECU, but the O2 sensors reveal this and eventually everything gets changed back.

I think that one is still the Japanese Apexi Power FC

That one is still the Japanese ECU. As for the ECU reverting back to stock. I've heard yes and no on that one. I can't really give a concrete answer. Sorry.
