What does AEM Pulley improve?

gives u less power to ur alternator and power steering, so u have more power for the engine. although i believe the celica's only have a pulley for the alternator and not the power steering?

The AEM doesn't give much of a gain, if you want to get a good gain you need a crank pully, which I believe is not offered by AEM(some one correct me if I am wrong)

UR racing offers a crank pully for the Celica. The crank pully will slow down all the assesories on the car, which will free up HP that was being used to drive them, just as ludatic said, plus the engine will also rev faster. UR racing also has a light weight aluminum alternator pully and a light weight aluminum water pump pully. If you get all three, you should be able to expect to see the same gain you would get from an exaust.
