I'm not exactly sure what you mean.
Is it the lens cover that is dull? There are some plastic polishes that people have used to remove hard water marks on them. Search here for "plastic polish" or "hard water stains"
Or are you talking about the reflector part being dull. If that is the case then I don't know. You may have other problems, like water getting inside it.

Use plastic cleaner and follow up with plastic polish. I got some from a plexiglass manufacturer in town. Tiny bottles cost around 20.00

if you want them shiny like when you first bought yer car then take an old washed up but clean rag and use windex, spray sum on the rag and scrub like a mofo.

This stuff right here:

Works great. You can also use it on yoru tail lights and the clear plastic window over your gauge cluster.
Scrubbing with Windex wont do sh!t for scratches except put more of them on...dont even bother with that ghetto method.

No, but they look almost 100% transparent from adistance. Almost like there is no plastic covering them. Its great stuff, I highly recommend it.

I don't doubt the other stuff mentioned here and I don't necessarily support the one's contained in the link. I have never used any of them or even seen the results. Just presenting some other options.

I know it sound funny, but I use rubbing compound and it came out really shiny. It didn't scratch anything or damage it ethier. I was using Turtle Wax rubbing compound for clear coat paint with no abrasive in it. Try it!!

I wonder, would clay bar work well on head lights? It worked nicely on my friends rear window.

I think it would but I don't know. Isn't clay just a super SUPER mild abrasive???
