Here is a link, they will make it so that the shop is able to adjust the toe and camber on the back tires. I have just ordered these also, as with many cars like ares they will seize and not allow the toe and camber to be adjusted.

really you just need the camber bolt for the front. the rear is okay. and that just lets you fix ur camber

The bolts are not needed but they arent a bad idea if u live in a Northern states thats gets snow on a regular basis. and to answer ur original question, YES that is all u need to lower ur car. just dont forget to get an alignment other wise ur tire are going to wear out within a few months.

the camber thing has been covered many times so its weird how much bad info is being given, the celicas Mac struts up front by (bad) design dont camber when dropped or compressed so even if u put the celica on the floor you wont get negative camber up front so no need for camber bolts there unless you want to add some negative camber for handling or show ............ the rear will camber but toyota added an adjustable bolt back there, so after you set the height get an aligment and use the oem rear camber bolt, if your gonna slam the rear id suggest having them set the toe to as close to 0 as possible, if that set up shows some camber wear then order a rear camber kit
