Why would you want parts that give you the least power???

As for giving you the least power:
Any Body Kit
Neon lights (especially under the dashboard)
Stickers (except Type-R which give 20hp)
S2000 Antenna
Altezzas
Tornado air intake thingy
18x8 chrome wheels (they add weight)
Big rear wing
These things might add some power or make the car lighter:
Switch to Mobil One oil
Switch to a better-than-stock gear oil (like Redline MTL)
Remove butterfly valve (0-1 horsepower, but idle suffers)
K&N or TRD filter (1-2 hp)
Lightweight wheels (15x7 or smaller)
Carbon fiber hood
Diet (lose 10 pounds of body fat)
Remove interior such as carpet, rear seat
Drain windshield washer fluid
Fill gas to 1/4 tank or less (not recommended for long trips)
--- Have fun. You should proably start with a TRD or Borla exhaust system, though many others are good too.
