Engine Bog's at 3k?

My buddies Celi(6speed GT-S) boggs when not in it full throttle..It's all stock..

If you try and quickly rev it up, it stutters at 3k and then proceeds to rev up.. Even when it's up to temp. No checkengine either.

Anyone have this issue?

Did you steam wash the motor? This usually happens when people steam wash the motor. Does it idle funny? Have you tried disconnecting the positive terminal of the battery for about 20-30 seconds to reset the computer? Check your spark plug wires if its properly plugged. Whats the last thing that you did to the car?
