Rear disc hub, shoe spring question. lol

I know my title might be slightly confusing but I'm lost as to what this is or what it does. I recently purchased a rear disc conversion for my GT but I noticed that there's a ticking whenever I turn the hub. After taking a closer look, you can see a small clip that attaches to 2 springs has popped off and is not just kind of hanging there.

Compare it to the other side, you'll see that this plate is permanently installed, on the stud, you cant try to put it back, then mushroom the stud head with an air hammer or just a hammer to make it stay in place, otherwise you loose E-Brake for that side...

I hammered it on and got it to stay for a while, guess it popped off in shipping.
I put a socket over it and hammered it on just fine before.
