I had the rear sway bar on and I am planning to install the front one next week. However, the stiffness of front one is adjustable (44% or 70%). I don't do track or race, but I like to drive on mountain sometimes. What is the stiffness should I set for my front sway bar? Thanks

Set it soft first.
Drive it.
Adjust as necessary.

The stiffer the front bar is the less oversteer u have. Oversteer = fun

I tried to avoid adjust it in the future since it's a pain in ass to drop sub-frame. So basicly setting softer on the front and stiffer on the back makes oversteer which is more fun to drive?

You shouldn't have to drop the subframe, there's two holes at the end of the bar for the endlink to bolt to. To adjust it you just move it from one hole to the other. The inner hold makes it stiffer, the outer hold softer.

U only drop the subframe to install the bar only. After that u just pick your setting, easy peezy.
Soft setting is the hole closest to the end of the bar, hard setting is the furthest hole from the end. Just attach the endlink to whichever setting u like.
Im still running my stock front bar and the comp rear bar = alot of oversteer. Depending on your driving style and what kind of event you drive in. Oversteer is sweet but too much = snap steer and the ass end of the car will kick out hard if your too agressive on the steering wheel
I think you are one of the only Celica owners that are willing to install the front bar.
Most are happy with the rear comp bar and a stock front.
I think there is a way where you can bypass dropping the subframe completely and go the steering rack instead. This is the way I went, but I didn't install the bar myself.
Go on the softest setting for the front bar always.

I just installed the Eibach front and back. You're saying the OUTER hole is softer? Damn. I might need to switch. I put them on the inner holes. And I'm not racing or mountain driving either. Just stiffening up for really sporty daily driving use (hence why I went with Eibach and not Hotchkis).
