How hot is it outside when the AC turns on and off? The only thing I can think of is maybe it's so hot, using the AC would overheat the engine, so it shuts the AC off until the engine cools down again. Either that, or something's broken. Either way, you should take it to your dealership.
The air will only feel really cool when the car is in motion. Otherwise, no air is flowing over the AC condenser (similar in function and appearance to a radiator).
If you have the AC on while driving, it will definitely make the car feel sluggish and jumpy. The smaller the engine, the more you feel the effect of the AC using power.

anybody just have problems w/ the AC just plain ol' sucking???!?
put your hand up to the vent and it's cold as heck, but it just doesn't get the whole car cold enough!

my a/c takes about 15 minutes to cool the inside of the car off. My 94 GT only took about 1 minute to freeze your arse off even in 98 degree sunny weather. I have heard that the new celicas almost all have the same problem and can be cured by having about half a pound of R134 serviced into the ac system. Apparently they werent serviced with enough from the factory or something like that. Someone else on this board had that done and apparently they have ICE cold ac now....

its called the "green house effect" ,,,,if you have a sunroof, shut your visor on it.... that sunroof bakes the car more than you can believe....close it and youll be fine
