Will anybody ever come out with a S\C or a Turbo that will pass Ca smog?

for me it makes or break's it.

i believe the kit WC toyota and David Draper is making may be smog legal

No, turbo kit fitted on a non turbo car will pass emission. Period, It wont happen.

Here is what you do, go to your local exhaust shop, get a muffler, like a HKS titanium, apix N1 and have them custom bend pipe for a new exhaust, then voice your concern about passing emisions, since they are most likely a state inspecion and emission shop, they will without a shadow of a doubt pass you because you did buisness with them. Sometimes you have to pay a little money but passing is all that matters. Luckily my county has no emisions, but my exhaust is going to be streight off the down pipe 3" back to a HKS titanium. and it will pass PA state inspection because the shop I'm getting to make my exhaust said they will pass me because I did buisness with them.

Actually, GReddy makes CARB smog legal turbo kits for Hondas, and Jackson Racing makes CARB legal supercharger systems. A couple other tuner companies offer CARB smog legal forced induction for n/a cars (Naturally, only a few of the larger aftermarket companies can afford to do this). It all depends if the company has the money, time, and resources to develop a kit that can go through the approval process and meet these regulations.

yeah i was bout to say there are quite a few kits that will still pass the emissions.. all you have to do is make sure you retain the cat and you should be fine
