Paint problem on rear bumper!

Did anyone else have a problem with the paint on the rear bumper of their BRAND NEW celica? I have a 2002 silver and the yop of the bumper (just under the license plate) looks like crap, it is not smooth like the rest of the car and when you run a cloth over it to wax sounds harsh, if I look at it under certain lighting I can see the area in question is just covered in pin-size speckles everywhere on the top and it looks like bad water spots but they are not water spots however the reast of the bumper is fine.
The car is 2 weeks old, can this be buffed out or do they need to repaint?

Anyone else seen this on your celica?

My whole front bumper and headlights were like that on my brand new spectra blue 2000 GT-S. My friend had the whole rear bumper like that on a brand new red 2000 GT. We both had parts repained for free at our dealerships.
