I have the TRD body kits on my celi...but i m using
stock GT rims..........so.should i lower my car ?
if yes....how much should i lower my car??

This is purely a matter of personal opinion, and it depends on what you are trying to do with your celica.
If you are going by just looks, 99.9% of the people on this board will say yes, you should definately lower it. Typically the ideal drop that people go for is around 2 inches. Much more than that and you will begin to look "slammed", which starts when the wheels begine to tuck into the wheel wells. This is OK if you like the look of a slammed car, but you will begine to run into some problems if you lower the car this much, such as scraping, the inability for your car to be properly aligned because it is so out of spec, and really accelerated wear on your shocks.
If you are going for performance, lowering the car will help you because you are lowering your center of gravity, which will make you corner better. A good performance drop should not exceed 1.5 inches, any more than that and other suspention components will be out of spec which could make you corner worse.
